Select Language:China has introduced a comprehensive action plan aimed at fostering coordinated growth among large, medium, and small businesses within the platform economy by the year 2028. This plan envisions the creation of scalable and repeatable collaborative innovation models, the cultivation of leading manufacturing firms, and the enhancement of openness and resource sharing in technology, data, and computational power. Furthermore, it seeks to accelerate the development of new technologies, applications, business models, and service formats. The plan specifies three lists centered on platform openness and calls for the selection of over 100 pilot projects to open up platform resource scenarios. It also aims to establish at least 10 service platforms and develop 60 actionable intelligent service application scenarios. According to Yu Xiaohui, President of the China Academy of Information and Communications Technology under the Ministry of Industry and Information Technology, this initiative is crucial for driving the rapid, high-quality growth of the platform economy at the national level during the first year of the 15th Five-Year Plan period (2026-2030). It signifies a new phase in the diversification and collaborative development of China’s platform industry. The three systems of collaborative innovation, ecological sustainability, and openness form a clear action framework, addressing coordination difficulties and industry constraints from an institutional perspective. Yu emphasizes that this plan will also lay the groundwork for digital and intelligent advancements, fostering long-term growth momentum. The platform economy fundamentally represents a new economic paradigm built on the cooperation and coexistence of large, medium, and small enterprises. Large platform firms typically manage key access points and possess substantial technological resources and infrastructure, while smaller firms are often the primary innovators and service providers. Both groups are essential and mutually dependent. Since this relationship remains somewhat delicate, the core aim of the plan is to deepen and solidify this symbiosis. Only by establishing a healthy, cooperative environment between big platform players and smaller companies can the platform economy reach higher quality and more sustainable levels of development. In recent years, the platform economy has contributed positively to balancing supply and demand, facilitating transformation, and generating employment opportunities. Its scope has broadened, and its integration has strengthened. However, issues such as limited industry collaboration, uneven development among firms, and resource flow inefficiencies have become more apparent. Looking ahead, the plan should serve as a foundation for building an open, shared, and diverse system that promotes active innovation. This approach will enable large companies to invigorate ecosystems through shared capabilities, allow small and medium-sized enterprises (SMEs) to unlock their innovative potential by optimizing resource flows, and foster value creation based on fair and organized rules involving people, technology, and data. The ultimate goal is to cultivate a virtuous cycle of value sharing and mutual benefit, propelling the platform economy into a new stage of development.
